JOB DESCRIPTION:
The Chief Academic Officer is responsible for overseeing all aspects of the district’s instructional programs, including but not limited to curriculum development, assessment strategies, professional development, information technology initiatives, and school improvement initiatives. This position provides direct support to school-level principals and responds to academic needs as well as serving as the technology leader for the district. Provides vision and leadership to designated departments by facilitating and/or improving staff and student collaboration and growth while exhibiting cost effectiveness and accountability. Finally, the person must work in concert with the other chief officers to implement the overall district mission and vision.
REPORTS TO: Superintendent
REQUIREMENTS:
- Holds or working towards a Superintendent Certification.
- Holds Kentucky Professional Certificate for School Administration and Supervision
- School-Level principalship and/or leadership experience (minimum 5 years preferred). Experience in leading diverse sets of students is preferred.
- Successful teaching experience (minimum 3 years preferred).
- Exhibits a thorough knowledge of professional learning systems, designs and maintenance of district technology systems, current academic standards and requirements including strategic planning, curriculum frameworks, core academic skills, state assessment, SBDM policy, and certified evaluation procedures.
- Knowledge of serving special population students.
- Demonstrates capability to effectively lead, communicate with and relate to parents, teachers, administrators and support staff.
- Demonstrates superior ability to contribute to the chief officer team/superintendent advisory, and with all school-level principals.

ESSENTIAL FUNCTIONS, DUTIES AND RESPONSIBILITIES:
- Works with the instructional team and principals to align curriculum that incorporates and implements the core curriculum and standards at every instructional level.
- Leads and monitors the Instruction and Technology Departments (personnel, curriculum, and budgets).
- Coordinate and implement district-level strategic plans, and direct/coach school levels on school-level strategic plans by allocating technical and operational resources to meet District goals and work alongside building principals to help meet school goals.
- Design a system of communication which utilizes the knowledge and skills of district staff to coordinate program planning and curriculum development across instructional levels and provide seamless transition from P-12.
- Designs, coordinates, and coaches both the district-level and school-level staff on comprehensive professional learning plans.
- Coordinates, monitors, and facilitates the Certified Evaluation Plan.
- Serves as Web Security Administrator Point of Contact.
- Meets frequently with school-level principals and/or leadership teams, and advocates for their needs on the district level.
- Meets frequently with chief officers, superintendent, and designated directors/coordinators.
- Collaboration with all stakeholders in OPS and the community regarding a Profile of a Learner and/or other designated initiative.
- Works with the Director of Instruction to coordinate monthly instructional reports and creates any needed technology reports to the Board of Education.
- Plans, organizes, directs and schedules computer operations, data control and data entry with the support of applicable staff.
- Participates directly with the superintendent on designated evaluations and coordinates compliance items.
- Works with the District Digital Coach to coordinate operations in determining hardware and software needs and development plans to meet District objectives and needs while maintaining cost effectiveness.
- Submits various technology reports including but not limited to E-rate, technology plans, annual device reporting, and all other regulatory reports.
- Assist in long- and short-range planning for the technology department.
- Maintain current knowledge of technological advances in the field; knowledge of coding, networking, various operating systems, and data security traffic.
- Provide consultation in the design and implementation of new or modified systems; develop, modify and maintain procedures and controls to assure the accuracy of a variety of data.
- Respond to emergency calls as necessary and respond accordingly.
- Responsible for maintaining the technology “environment”, the password security practices, the maintenance of data integrity, and ensuring proper backup of user and system data.
- Formulates purchase specifications and authorizes expenditures for technology and instructional operations to support District needs including but not limited to fine arts, athletics, and instruction.
- Takes an active role in solving technology problems occurring within the District including but not limited to internet service, phone systems, fire alarms, security cameras/systems, and various audio visual equipment.
- Serves as technology liaison between the district and the Office of Educational Technology (OET), Kentucky Department of Education (KDE), US Department of Education (DOE), universities, vendors, and community partners; also serves as district’s CIO - Chief Information Officer.
- Evaluates designated staff.
- Maintains and facilitates agendas for all administrator meetings and/or applicable meetings.
- Responsible for professional growth in accordance with state and federal regulations.
- Abides by the Professional Code of Ethics for Kentucky Certified School Personnel.
- Establishes and maintains cooperative relations with others.
- Represents the districts in the community effectively and in a positive manner.
- Adheres to the requirements of any District or school employee handbook, board policies and all applicable laws and regulations.
- Performs all other functions deemed necessary by the Superintendent that are reasonable and are covered by local board policy or law.
WORK ENVIRONMENT:
Subject to both indoor, environmentally controlled and outdoor environments. Typical office environment including but not limited to telephones, personal interruptions, background noises. Travel amongst building locations required. Will require working with or near the public, parents, and children and will be subject to sounds, scents, and other related environmental factors. This position will require dealing with conflict and requires use of sound judgment.

EVALUATION:
Performance of this job will be evaluated in accordance with provisions of the Board's policy on Certified Evaluation Plan. The evaluation will be conducted by the Superintendent.
